Report on The Current Status of the Regional Fisheries Information Systems/Mechanisms in AMSs

Report on The Current Status of the Regional Fisheries Information Systems/Mechanisms in AMSs

Strong fisheries information systems and effective management mechanisms are vital for balancing sustainable resource use with the socio-economic needs of fishing communities. Systematic data collection and utilization enhance transparency, support evidence-based policymaking, and contribute to the long-term sustainability of fisheries. A comprehensive review of the fisheries information systems and mechanisms across all ASEAN Member States (AMSs) has been completed. The findings shared in this report provide a solid foundation for strengthening ASEAN collaboration and guiding future strategies that promote responsible fisheries management and ensure the sustainability of regional fishery resources.
All nine (9) AMSs collect formal fishing and effort data for licensed vessels, only Indonesia and Thailand conduct data collection to unlicensed vessels. Similar gaps are observed in records of vessel types and fishing gears. Although registration and licensing procedures vary across countries, all AMSs maintain records of fishing gears used by licensed vessels except in Singapore where regulations stipulate that each vessel may operate only a single gear type. Overall, the region demonstrates strong data systems for licensed fleets but continues to face limitations in documenting unlicensed fishing activities.

SEAFDEC/MFRDMD convened the Workshop for Developing Questionnaire on the Conservation Efforts and Management Strategies in AMSs, funded by Japan-ASEAN Integration Fund (JAIF) from 10 to 12 September 2025 in Grand Sabak Hotel, Selangor, Malaysia. This workshop was attended by participants from the Department of Fisheries Malaysia (DOFM) – Headquarters; DOF Sabah; Fisheries Research Institute (FRI) Kampung Acheh, Perak; FRI Batu Maung, Pulau Pinang; FRI Bintawa, Sarawak; resource persons from the Universiti Malaysia Terengganu (UMT); Chief, Special Departmental Coordinator, and officials from SEAFDEC/MFRDMD.
It aims to strengthen regional cooperation and enhance fisheries information systems through the implementation of RPOA-Capacity, focusing on selected pelagic species to promote sustainability and environmental stewardship. SEAFDEC/MFRDMD has conducted several key activities. Two questionnaires were developed last year. The first questionnaire addressed on national capacity profiles, the implementation status of the RPOA, and the ASEAN Guidelines on IUU fishing. The second questionnaire focused existing fisheries information systems in AMSs. Feedback was presented during the Regional Technical Consultations (RTCs) held in February and May 2025, respectively.

The proposed project, Implementation and Assessment of ASEAN Regional Plan of Action for Management of Fishing Capacity, seeks to evaluate the implementation of fishing capacity management across ASEAN Member States (AMSs), with particular focus on transboundary pelagic species. The primary objective is to strengthen regional cooperation and enhance fisheries governance mechanisms through the implementation of the Regional Plan of Action for Management of Fishing Capacity (RPOA Capacity). This initiative aims to support the development of a harmonized Fisheries Management Plan, emphasizing resource sustainability and environmental integrity. The project encompasses all AMSs except Lao PDR and Singapore.
Key outputs include: (1) Assessment and Management of Fishing Capacity in the Southeast Asian Region; (2) Compilation and Enhancement of Fisheries Information Systems or Mechanism; (3) Standardization of Indicators; (4) Evaluation of Current Pelagic Species Management Strategies; (5) Publication of a Terminal Report; and (6) Implementation of a Project Monitoring and Evaluation Framework. A range of activities has been planned and implemented to achieve the six (6) targeted outputs of the project. Among these, a Mid-Term Review and Evaluation (MTRE).
